A deposit moving from the arbitrage wallets to Lighter is in neither place while it settles, so the total dips for a few minutes and recovers on its own — that shows as “settling”, not a shortfall. Arbitrage wallets hold vault cash not yet deployed to a venue — a mint credits shares immediately while its cash lands there first, so leaving it out would understate backing.
